What is De minimis aid, and why do you need to fill out a certificate?

De minimis aid (also known as minor aid) is a rule that allows public entities to grant small financial support to companies without distorting competition. This rule applies to all types of financial assistance, including loans, tax relief, and grants.

As a company, you can receive up to approximately 300,000 € (three million SEK) in public aid over a three-year period.


Why do I need to fill out a De minimis certificate?

If your company receives support that is partially funded by the EU, you need to complete a De minimis certificate. This ensures that you do not exceed the maximum allowable aid amount.

Example: If you receive support from DigIT Hub, you must sign a De minimis certificate for the activities you participate in. The certificate specifies the financial value of our services and ensures that you/your company do not exceed the permitted limit.


How do I fill out a De minimis certificate?

When you register your interest in participating in our activities, we will provide you with all the necessary materials and support to complete the certificate correctly. All you need to do is ensure that an authorized signatory signs and submits the certificate before the activity start date. Here’s how simple it is:

  1. We provide the correct certificate upon registration – You don’t need to search for the document yourself.
  2. Fill in company details – Provide your company name, registration number, and contact details.
  3. Report previous aid received – List any De minimis aid received over the past three years (enter ”0” if none).
  4. Check the aid limit – The total aid must not exceed 300,000 € over a three-year period.
  5. Sign the certificate – It must be signed by an authorized signatory.
  6. Submit it – Follow the instructions to send in the certificate on time (before the activity start date).

What happens if I exceed the limit of approximately three million SEK?

If your company receives more than the allowed amount within a three-year period, it may be classified as illegal state aid under EU regulations. Consequences may include:

  • Repayment requirements for the excess amount.
  • Changed conditions for future public aid.

Therefore, it is crucial to carefully follow De minimis rules and keep track of the aid your company receives to avoid issues or sanctions from the EU Commission.
